Reduces waiting period for nonviolent felony expunctions from 15 years to 10 years after conviction or completion of sentence, whichever is later.

Establishes 5-year waiting period for nonviolent misdemeanor expunctions after conviction or completion of sentence, whichever is later.

Simplifies expunction process for dismissed charges or not guilty findings by removing prior conviction restrictions and requiring automatic court-ordered expunctions.

Makes drug possession conviction expunctions retroactive and expands Certificate of Relief eligibility to individuals convicted of offenses no higher than Class G felonies.

Appropriates $250,000 to the Department of Justice for fiscal year 2015-2016 to cover costs of additional criminal record checks.
