Requires all North Carolina state and local government agencies with websites to post current year information including contact details for officials, meeting notices/agendas/minutes, public records procedures, budgets, and audit reports.

Mandates posting of employee salaries, lobbyist contracts and payments, detailed lists of taxes/fees and expenditures, contract statutes/rules, and all bids/contracts valued at $25,000 or more.

Requires annual reports on incentives (cash, tax credits, infrastructure, or other value) given or distributed by the agency, updated no later than March 1 each year and submitted to the Local Government Commission.

Requires all posted information to be easily accessible and searchable, with non-compliance treated as a denial of access to public records subject to existing remedies.

Effective December 1, 2015 for initial posting requirements and December 1, 2016 for requirement to maintain five years of historical data (current year plus four prior years).
