Expands the prohibition on operating a motor vehicle in the inside passing lane (next to centerline or median) on multi-lane highways when traveling at less than the speed limit or impeding the steady flow of traffic.

Removes the previous requirement for "appropriate signs" (such as "Slower Traffic Keep Right") to be posted before the prohibition applies.

Establishes a violation of the passing lane prohibition as an infraction punishable by a fine of $200.00.

Defines "impeding the steady flow of traffic" as when a driver knows or reasonably should know they are being overtaken from the rear by a vehicle traveling at a higher speed.

Becomes effective December 1, 2015, for offenses committed on or after that date.
