Department of Administration must analyze all state-owned and leased property by October 1, 2017, to identify unused or underutilized facilities and consolidate state functions into fewer locations.

Department must reallocate real property among state agencies by December 1, 2017, and sell or dispose of properties that are completely freed of state functions, with quarterly progress reports to the legislature through February 1, 2018.

All future public records created by state agencies must be stored in digital format only starting October 1, 2017, with State Chief Information Officer adopting rules for secure storage, backup systems, and file formats.

State Chief Information Officer must develop a digitization plan by May 1, 2016, to convert all existing public records to digital format by October 1, 2017, prioritizing conversions with greatest cost-savings potential.

Property that previously housed public records no longer needed after digitization may be sold or disposed of, and non-digital originals must be destroyed after successful digital conversion except for records of historical or cultural significance.
