Exempts The University of North Carolina System from the Employee Insurance Committee requirements in G.S. 58-31-60(a), allowing the UNC President to independently manage payroll deduction insurance product selection.

Grants the UNC President authority to review, select types of, and competitively select insurance products that meet employee needs and desires, with input from employees and employee groups.

Requires each UNC payroll unit to maintain at least four payroll deduction slots for insurance premiums, with each slot assigned to one company for a minimum two-year period unless the company violates its written agreement.

Establishes a sealed proposal process for insurance product selection with public opening and inspection, allowing the President to evaluate proposals based on cost, quality, company reputation, and ability to meet employee needs.

Makes it a Class 3 misdemeanor to open, disclose, or exhibit sealed insurance proposals prior to public opening, with the Commissioner of Insurance authorized to investigate complaints.
