Authorizes the Legislative Research Commission to study issues related to staffing public schools with an adequate number of school nurses to meet student needs.

Directs the study to examine current nursing staffing levels in public schools and appropriate goals for adequate nurse staffing based on factors such as unit size, geographic location, and students with special medical needs.

Requires analysis of existing state and local initiatives to address school nurse shortages and evaluation of funding options from state, local, or other sources to increase the number of school nurses.

Mandates the Legislative Research Commission to report findings to the General Assembly when it reconvenes in 2016.

Becomes effective upon passage into law.
