Expands concealed handgun permit eligibility to include permanent resident aliens, in addition to U.S. citizens.

Redefines mental health disqualification from "physical or mental infirmity" to "currently diagnosed and ongoing mental disorder" as defined by the DSM, excluding previous transient disorder treatment.

Standardizes permit applications by prohibiting sheriffs from requesting employment information, character affidavits, photographs, or additional background checks beyond what is specifically authorized.

Establishes a 90-calendar-day maximum processing deadline for permit issuance or denial and limits mental health history investigations to 120 months prior to application.

Prohibits charging applicants or mental health providers additional fees for providing required mental health records or for fingerprint processing related to permit applications.
