Establishes the North Carolina Growth and Development Task Force consisting of 25 members including state legislators, agency heads, university representatives, and industry representatives to study balanced growth between urban and rural areas.

Task Force shall study economic development, natural resources, and quality of life issues, and develop a comprehensive plan with goals, objectives, and policies to guide the state's growth and development through 2025.

Task Force shall create intermediate plans and benchmarks for 2017 and 2021, and must report findings, recommendations, and legislative proposals to the General Assembly by the convening of the 2017 General Assembly session.

Members receive per diem and travel allowances, and the Task Force may hire consultants and assign legislative staff to support its work.

Effective date is July 1, 2015, with the Task Force terminating after submitting its final report.
