Regulates conibear type traps larger than 7.5 inches by restricting their use to water and areas where beaver and otter may be legally trapped.

Prohibits "bucket sets" on dry land and requires smaller conibear traps (6.5 to 7.5 inches) set with bait to be placed only within an approved enclosure with specific design requirements.

Allows unbaited conibear traps to be set on dry land without enclosure restrictions.

Permits baited conibear traps without enclosure if elevated at least four feet above ground, or if set in buildings and structures on private lands or under depredation permits.

Requires all individuals obtaining a trapping license after October 1, 2016, to complete a trapper education course approved by the North Carolina Wildlife Resources Commission, with fees allowed to cover course administration costs.
