Exempts firearms, firearm accessories, and ammunition manufactured and retained in North Carolina from federal regulation under the Commerce Clause of the U.S. Constitution.

Requires all firearms manufactured in and remaining within North Carolina to be clearly stamped with "Made in North Carolina" or "Made in N.C." on a central metallic part such as the receiver or frame.

Prohibits federal, state, and local law enforcement employees from enforcing federal firearms statutes or regulations on intrastate firearms commerce within North Carolina; violation is a Class 1A misdemeanor.

Declares that component parts imported into North Carolina and incorporated into firearms or ammunition do not subject those items to federal regulation if the final product remains within the state.

Authorizes the Governor and Attorney General to enforce the act's provisions in court by seeking injunctive and other relief.
