Permits public high school students from schools without a particular interscholastic athletics program to participate in that sport at the closest public high school offering the program, subject to regular enrollment terms and conditions.

Allows private school and home school students to participate in sports at their base public high school or, if unavailable, at the closest public high school with the program, subject to regular enrollment terms and conditions.

Extends participation rights to extracurricular activities beyond athletics, allowing students from public, private, or home schools to participate in activities not offered at their own school at the nearest public high school offering the activity.

Authorizes local boards of education to charge reasonable participation fees to students not enrolled in the school where they participate in sports or extracurricular activities, with fees subject to board approval and reported to the Superintendent of Public Instruction.

Effective beginning with the 2015-2016 school year.
