Changes county board of education elections from nonpartisan to partisan basis, conducted biennially at the general election rather than primary elections.

Converts judicial elections (Supreme Court justices, Court of Appeals judges, superior court judges, and district court judges) from nonpartisan to partisan elections held during primary and general election cycles.

Eliminates nonpartisan election options for municipalities and requires all municipal elections to be conducted on a partisan basis using the primary and general election method.

Repeals existing statutes governing nonpartisan election procedures for municipal elections and nonpartisan judicial candidacy provisions, and voids conflicting local or special acts.

Becomes effective January 1, 2016, with municipal and school board elections required in odd-numbered years to be held as partisan elections beginning in 2017.
