Reorganizes and renumbers sexual offense statutes in Chapter 14, Article 7B of North Carolina General Statutes to make offenses more easily distinguishable from one another.

Renames rape offenses to clarify terminology: "first-degree forcible rape" (G.S. 14-27.21), "second-degree forcible rape" (G.S. 14-27.22), and "statutory rape of a child by an adult" (G.S. 14-27.23), with a new "first-degree statutory rape" offense (G.S. 14-27.24).

Renames sexual offense statutes similarly: "first-degree forcible sexual offense" (G.S. 14-27.26), "second-degree forcible sexual offense" (G.S. 14-27.27), and "statutory sexual offense with a child by an adult" (G.S. 14-27.28), with a new "first-degree statutory sexual offense" (G.S. 14-27.29).

Renames and clarifies other sex offense statutes including "sexual activity by a substitute parent or custodian" (G.S. 14-27.31) and "sexual activity with a student" (G.S. 14-27.32), and adds "statutory sexual offense against a person who is 13, 14, or 15 years old" (G.S. 14-27.30).

Updates statutory references throughout the General Statutes to reflect new numbering scheme and becomes effective October 1, 2015.
