Amends G.S. 74-37 to modify the Interstate Mining Compact by allowing a Governor's alternate on the Interstate Mining Commission to be designated from the state environmental protection agency with responsibility for protecting and restoring lands affected by mining, in addition to advisory body members.

Changes the requirement that alternates be selected "from among the members of the advisory body" to allow selection from either the advisory body or an official of the state environmental protection agency.

Effective upon enactment as law.
