Requires local law enforcement agencies to obtain DNA analyses only from private laboratories that are audited and meet Federal Bureau of Investigation Quality Assurance Standards for vendor laboratories.

Mandates the State Crime Laboratory maintain and publish on its website a list of laboratories that meet the required FBI quality assurance standards.

Prohibits local law enforcement agencies from accessing or creating DNA databases administered by private laboratories unless those laboratories have an agreement with the State Crime Laboratory to provide profiles eligible for entry into the CODIS system.

Becomes effective October 1, 2015.
