Appropriates $7,000,000 for fiscal year 2015-2016 and $7,000,000 for fiscal year 2016-2017 to the Department of Health and Human Services, Division of Public Health, for tobacco use prevention programs.

Allocates $6,310,000 to create ten regional teen tobacco use prevention programs covering all 100 North Carolina counties, including regional and state-level coordinator positions to develop prevention teams and train teen leaders.

Dedicates $200,000 for youth leadership training and technical assistance contracts focused on peer-led tobacco prevention programs, with emphasis on emerging tobacco products like electronic cigarettes and hookah.

Funds three specialized initiatives: $100,000 for tobacco-free K-12 schools and campus programs, $100,000 for smoke-free multi-unit housing to protect children from secondhand smoke, and $190,000 for prenatal and neonatal outreach to reduce smoking during pregnancy.

Allocates $100,000 for independent university-based evaluation of the state's tobacco use prevention program with findings due to the General Assembly by June 30, 2016.
