Authorizes the Legislative Research Commission to study local government practices related to lobbying, including designation of employee liaisons and contracts with outside lobbyists.

Requires the study to examine current practices, contract terms with outside lobbyists, and whether state lobbying registration statutes mandate registration requirements for local governments.

Directs the study to review relevant registration and reporting data from the Secretary of State's office.

Requires the Legislative Research Commission to report findings to the 2016 Session of the General Assembly, with copies provided to the Legislative Ethics Committee cochairs.

Effective upon becoming law.
