Authorizes the Legislative Research Commission to study the legal and regulatory structure governing energy generation and transmission in North Carolina.

Study may examine the optimal mix of future electric generation sources and generation models.

Study may evaluate the adequacy of the current electric transmission system and future infrastructure needs.

Study may consider universal access to electric energy, assignment of provider responsibility, and stranded investment costs.

Commission shall provide an interim report to the 2015 General Assembly when it reconvenes in 2016 and a final report to the 2017 General Assembly, with findings and legislative recommendations.
