Standardizes election canvass timeline to the 10th day after every election, eliminating separate timelines for general elections versus other elections.

Requires the Attorney General to represent the State in legal challenges to the validity or constitutionality of local acts, effective August 1, 2016.

Establishes ballot ordering for Court of Appeals candidates by party registration (major parties first in alphabetical order, then other parties, then unaffiliated candidates).

Requires constitutional amendment ballot designations to use only short captions provided by the Constitutional Amendments Publication Commission, with at least 75 days advance notice.

Directs the State to participate in the 2020 Census Redistricting Data Program by reporting voting precincts to the Census Bureau, with precinct boundaries to comply with Census block boundaries, contiguity requirements, and efficient election administration standards effective January 1, 2020.
