Authorizes the Legislative Research Commission (LRC) to study issues related to unaccompanied homeless youth accessing housing, emergency shelters, and transitional living programs without parental consent.

Requires the study to examine current contract requirements for homeless youth seeking admission to emergency shelters and transitional programs, and barriers they face in obtaining adult assistance.

Directs the LRC to consider the role of school liaisons, state-funded human services providers, and mental health professionals in helping homeless youth secure appropriate housing.

Requires examination of state policies and safeguards that could allow unaccompanied homeless youth to contract for housing without parental consent.

LRC must report findings and recommendations, including any proposed legislation, to the General Assembly when it reconvenes in 2016.
