Limits University of North Carolina Board of Governors members to a maximum of three full four-year terms, effective for elections held on or after January 1, 2017.

Partial terms filled to vacancy do not count toward the three-term limitation.

Establishes mandatory process for presidential searches requiring at least three final candidates submitted to the full Board, with selection by majority vote of entire Board membership.

Allows Board to appoint an interim President without following the formal presidential selection procedures until a permanent President is appointed.

Current Board members are grandfathered in and shall complete their full elected terms before the new term limits apply.
