Authorizes the Division of Motor Vehicles to conditionally restore drivers' licenses for persons with revoked licenses due to impaired driving offenses who have successfully completed a Drug Treatment or DWI Treatment Court Program established under Article 62 of Chapter 7A of the General Statutes.

Requires applicants to provide a certificate of graduation from an approved Drug Treatment or DWI Treatment Court Program, a letter of recommendation from the presiding judge, and pay a $25 fee deposited into the Highway Fund.

License restoration is available only after the license has been revoked for at least one year.

Imposes mandatory conditions on restored licenses for the duration of the original revocation period: all registered vehicles must have functioning ignition interlock systems set to 0.00 alcohol concentration, driver must personally activate the system before driving, and the Division may impose additional reasonable restrictions.

Becomes effective December 1, 2015.
