Increases compensation from manufacturers, branches, and distributors of heavy-duty trucks (gross vehicle weight rating of 16,000 pounds or more) to franchised dealers in North Carolina from $600 to $900 per vehicle registered in the state.

Applies to vehicles sold to non-dealer entities, including custom body installers for specialized equipment (concrete distribution, firefighting, waste disposal, buses, utility service, wreckers, and rollback bodies), but excludes school bus manufacturing.

Requires manufacturers or distributors to pay the compensation to the franchised dealer closest to the end user's registered address within 30 days of vehicle registration.

Mandates that manufacturers and distributors provide franchised dealers with records of registered vehicle addresses and compensation payments upon written request covering the previous 12 months.

Effective immediately upon enactment and applies to all current and future franchise agreements between dealers and manufacturers or distributors.
