Establishes a Youth Development Fund within the State Treasury administered by the Department of Health and Human Services, Division of Social Services to allocate funds to local youth development boards.

Requires each county to establish a local youth development board consisting of five members: one from county commissioners, one from local board of education, one from local chamber of commerce, and two additional members appointed by county commissioners.

Local youth development boards make grants to eligible youth development activity centers that provide counseling, mentoring, tutoring, and related services to K-12 students after school and during school vacations, with no more than 10% of funds used for administrative costs.

Grant applicants must report effectiveness measures including student attendance by grade level, number of pregnant students and student parents, school dropouts, arrests or convictions, and grade point averages.

Appropriates $20,000,000 for fiscal year 2016-2017 and $50,000,000 adjusted for inflation each subsequent fiscal year, with annual reporting to the Joint Legislative Oversight Committee on Health and Human Services required.
