Adds definition of "location information" to debt collection statutes to include information about a consumer's place of abode, telephone numbers, and place of employment.

Modifies rules for debt collector communications with third parties by requiring written permission from debtor or attorney to contact designated third parties, and allows location information inquiries without disclosing indebtedness if debt collector identifies themselves and limits contact to once per week or three times per 30-day period.

Clarifies that debt collectors must disclose the purpose of communication is to collect a debt, except when contacting third parties solely for obtaining location information about the debtor.

Permits debt collectors to collect filing fees, service of process fees, and other court costs actually incurred without violating debt collection statutes.

Became effective upon passage on August 5, 2015.
