Removes the July 1, 2015 expiration date from the contingency fee-based contract restrictions for cities and counties in S.L. 2012-152, making the prohibition permanent rather than temporary.

Maintains the existing prohibition on the State Treasurer renewing contingency fee-based audit contracts after October 1, 2012.

Extends the prohibition on cities and counties renewing contingency fee-based audit contracts beyond July 1, 2015 indefinitely.

Prevents the Treasurer and local governments from assigning further audits on a contingency fee basis under discretionary contracts that would have been prohibited if entered into after the respective effective dates.

Effective upon becoming law on June 24, 2015.
