Department of Transportation shall study the feasibility and advisability of transferring the North Carolina Global TransPark Authority from the Department of Transportation to the Department of Commerce.

Study must examine the Strategic Plan of the North Carolina Global TransPark Authority, including whether goals are being met, what performance measures are used, and whether updates are needed.

Study must identify potential benefits from the transfer, including cost-savings and efficiencies, as well as potential issues such as legal, financial, or other requirements.

Study must determine the appropriate type of transfer mechanism under G.S. 143A-6 to be used for the transfer.

Department of Transportation shall report findings, recommendations, and any legislative proposals to the Joint Legislative Transportation Oversight Committee no later than February 1, 2016.
