Establishes the Joint Legislative Public Infrastructure Oversight Commission with 24 members including legislators, state agency representatives, and public experts in engineering, planning, contracting, and finance.

Commission shall meet quarterly beginning October 1, 2015, and examine public infrastructure needs across transportation, water and sewer, public schools, and broadband services to make recommendations to the General Assembly.

Authorizes the Commission to collect data on infrastructure deficits, inventory existing funding sources, study private capital leverage methods including infrastructure banking, and develop a comprehensive statewide infrastructure policy.

Requires the Commission to submit annual reports by April 1 to legislative appropriations and finance committee chairs and the Governor, with recommendations that may include proposed legislation.

Commission members receive no salary but are reimbursed for travel and subsistence expenses; appointments made by the President Pro Tempore, House Speaker, and Governor for two-year terms beginning in odd-numbered years.
