Encourages physicians, physician assistants, and certified nurse practitioners to educate parents about Type I diabetes warning signs and symptoms during well-child visits at ages birth, 12 months, 24 months, 36 months, 48 months, and 60 months.

Establishes civil penalties for pharmacy benefit managers who violate Article 56A of Chapter 58, ranging from $100 to $1,000 per day for each prescription drug affected by non-compliance with G.S. 58-56A-5.

Allows the Commissioner of Insurance to order violating pharmacy benefit managers to make restitution to affected pharmacists and to reimburse the Department for investigation and administrative expenses.

Permits the Commissioner to contract with consultants and professionals for investigation and hearing activities without standard state procurement requirements.

Section 1 (diabetes education) effective December 1, 2015; Section 2 (pharmacy benefit manager penalties) effective July 1, 2016.
