Requires the North Carolina Industrial Commission to adopt a nationally-recognized drug formulary that approves certain prescription drugs, over-the-counter drugs, and pharmaceutical services for workers' compensation claims.

Mandates the Industrial Commission establish a pharmacy fee schedule that ensures injured workers have access to prescription drugs and services while providing reasonable fees and containing costs for payors.

Allows injured workers to choose brand name medications instead of generic or over-the-counter alternatives, with the worker responsible for paying any cost difference.

Requires the formulary rules to include an independent review process allowing authorized treatment providers or pharmacies to request deviations from the formulary when reasonably medically necessary.

Directs the Industrial Commission to adopt permanent rules using expedited temporary rule procedures, subject to Rules Review Commission approval and potential disapproval by the General Assembly within 25 days.
