Prohibits disclosure of sworn law enforcement officers' residential information, emergency contact information, and identifying information as defined in G.S. 14-113.20, even if part of personnel files, unless required by law or necessary for personal safety.

Applies restrictions to county employee personnel files under G.S. 153A-98 and city employee personnel files under G.S. 160A-168.

Exempts mobile telephone numbers issued by local, county, or state government to sworn and nonsworn law enforcement employees, fire department employees, and emergency responders from public records disclosure.

Allows disclosure of protected information only in accordance with G.S. 132-1.4 or G.S. 132-1.10, or when necessary for the personal safety of the officer or others living in the same residence.

Effective October 1, 2015.
