Permits food stands to provide tables with no more than eight seats for customers consuming food or drinks on premises without requiring additional sanitary sewage system evaluation.

Allows pushcarts and mobile food units based at commissaries or restaurants located on facilities with at least 3,000 permanent seats to prepare and serve food on-site.

Requires raw meat, poultry, and fish to be pre-portioned or ready-to-cook form, prepared only in permitted commissaries or restaurants before use in pushcarts or mobile units.

Mandates pushcarts or mobile food units handling raw ingredients be equipped with handwashing sinks and requires all open food and utensils have overhead protection or individual covers.

Section 1 provisions effective October 1, 2015; remaining provisions effective upon enactment on June 24, 2015.
