Prohibits sale, lease, or disposal of the Dorothea Dix Hospital property except through procedures specified in this act or future General Assembly authorization.

Requires the property to be sold using the state's standard property sale procedure (01 NCAC 06B .0304) with mandatory advertisement and a minimum acceptable bid of $52,000,000.

Mandates a 10-year lease back to the State for the portion of the property needed for Department of Health and Human Services operations.

Directs net sale proceeds to the Trust Fund for Mental Health, Developmental Disabilities, and Substance Abuse Services and Bridge Funding Needs for community treatment alternatives.

Terminates the City of Raleigh's December 28, 2012 lease of approximately 325 acres (Dix Park) and releases the City from lease obligations with refund of any payments made; allows the City to file a court challenge within 60 days if claiming inadequate compensation.
