Adjourns the 2015 regular session on September 30, 2015, with reconvening scheduled for Monday, April 25, 2016, at 7:00 P.M.

Limits reconvened session matters to: state budget bills, constitutional amendments, bills from 2015 that passed third reading, study commission recommendations, local bills with sponsor certification, appointments/confirmations, pension/retirement system bills, and redistricting bills.

Requires budget bills to be submitted to Bill Drafting Division by 4:00 P.M. Wednesday, April 27, 2016, and introduced by 4:00 P.M. Tuesday, May 10, 2016.

Authorizes Speaker of House and President Pro Tempore of Senate to convene appropriate committees during interim to review state budget matters and prepare reports.

Allows consideration of bills responding to Voting Rights Act actions, election law bills, gubernatorial vetoes for override consideration, and joint resolutions to authorize additional matters by two-thirds majority vote.
