Adjourns the 2015 regular session of the General Assembly on Wednesday, September 30, 2015, with reconvening scheduled for Monday, April 25, 2016, at 7:00 P.M.

Restricts matters that may be considered during the reconvened session to 15 specific categories, including state budget bills, constitutional amendments, previously introduced bills that passed third reading, and bills implementing commission recommendations.

Requires budget bills to be submitted to the Bill Drafting Division by 4:00 P.M. Wednesday, April 27, 2016, and introduced by 4:00 P.M. Tuesday, May 10, 2016.

Allows the Speaker of the House and President Pro Tempore of the Senate to authorize committees to meet during the interim to review budget matters, prepare reports, and handle other appropriate business.

Permits consideration of veto overrides, election law bills, redistricting bills, and matters authorized by two-thirds majority joint resolution during the reconvened session.
