Department of Administration must obtain specific legislative authorization before entering into leases exceeding 30 years or leases requiring relocation of state personnel or functions without sufficient operating funds.

Department of Administration must report to the Joint Legislative Commission on Governmental Operations at least 30 days before entering or renewing leases subject to these restrictions, including required authorization documentation.

All state capital improvement project recommendations must include estimates of maintenance and operating costs (including personnel) for the first five years of operation and identify a recommended funding source for those costs.

Office of State Budget and Management must develop a weighted list of factors for evaluating capital improvement needs (preservation of facilities, health and safety, operational efficiencies, and projected service demand) and report these factors and results to the General Assembly with each six-year capital improvement plan.

Director of the Budget must prepare and transmit a preliminary six-year capital improvement plan complying with amended requirements to the General Assembly by October 1, 2016.
