Modifies the definition of "lottery game" to exclude video gaming machines as defined in G.S. 14-306.1A(b) or video lottery terminals.

Changes the advertising expense cap from one percent (1%) to two percent (2%) of total annual lottery revenues, while removing the advertising language from the general operating expense section.

Allocates all unclaimed prize money to the Education Lottery Fund under G.S. 18C-164(c), eliminating the previous 50/50 split between enhanced prizes and education funding.

Establishes an annual $2,100,000 transfer from lottery expenses to the Department of Public Safety's Alcohol Law Enforcement Branch for gambling enforcement activities.

Effective date: July 1, 2016.
