Expands eligibility for spay and neuter services by increasing the income threshold from 100% to 300% of the federal poverty level guidelines for low-income individuals.

Adds individuals who qualify for public assistance programs administered by the Department of Health and Human Services as automatically eligible for spay and neuter services.

Changes reimbursement distribution methodology from using per capita rates to using the total number of eligible spay and neuter procedures submitted by counties and cities.

Requires each county to establish rules and guidelines for proof of income eligibility and to provide all local veterinarians the opportunity to participate in the program.

Effective date: July 1, 2016.
