Authorizes the towns of La Grange, Fairmont, and Proctorville to bill and collect sewer service fees as property taxes.

Allows these towns to include sewer fees on property tax bills and collect them using the same methods as delinquent property taxes.

Permits sewer fees to become a lien on real property if they remain unpaid, similar to delinquent real property tax liens.

Amends G.S. 160A-314(a1)(4) to add these three towns to the list of municipalities authorized to collect sewer fees through property tax mechanisms.

Becomes effective upon enactment.
