Appropriates $500,000 from the General Fund to the Department of Health and Human Services, Division of Aging and Adult Services for fiscal year 2016-2017.

Allocates $300,000 to fund the Project Caregiver Alternatives to Running on Empty Program (Project C.A.R.E.) to provide support to individuals with dementia and their caregivers.

Allocates $200,000 to create two full-time equivalent staff positions to develop and implement the No Wrong Door to Accessing Benefits initiative, including enhancing the NC 2-1-1 database with Alzheimer's and dementia information and managing stakeholder partnerships.

Directs the Department of Health and Human Services to report by October 1, 2016 to legislative oversight committees on options for expanding Medicaid Home and Community Based Services Waiver programs (CAP/DA and CAP/Choice) to increase access to adult day care, personal care, and caregiver respite services.

Requires the expansion report to include descriptions of options considered, estimated costs and savings, and evaluation of advantages and disadvantages for each option.
