Proposes constitutional amendment to North Carolina Constitution Article I, Section 19.1 to prohibit private property condemnation except for public use and require just compensation determined by jury at any party's request.

Submits the constitutional amendment to voters at the statewide election on May 3, 2016, with certification by the State Board of Elections to the Secretary of State upon approval.

Amends G.S. 40A-3 to replace "public use or benefit" language with "public use" only in statutes governing private condemnors, local public condemnors, and other public condemnors.

Adds new subsection (d) to G.S. 40A-3 granting condemnors power of eminent domain to acquire property for connection of customers, specifying this applies to private, local public, and other public condemnors.

Effective date of statutory amendments (Sections 4-5) is upon enactment for takings occurring after that date; remainder effective when bill becomes law.
