Authorizes the State Controller to require criminal history record checks for any current or prospective employees, volunteers, or contractors through the State Bureau of Investigation.

Requires the Office of State Controller to provide fingerprints and signed consent forms from individuals to the Department of Public Safety for state and national criminal history searches.

Mandates that criminal history reports be conducted by the State Bureau of Investigation, which forwards fingerprints to the Federal Bureau of Investigation for national background checks.

Designates criminal history reports as confidential and not subject to public records disclosure under Chapter 132 of the General Statutes.

Permits the Department of Public Safety to charge a fee not exceeding the actual cost of conducting the criminal record check.
