Adds children of military families as an eligibility category for the North Carolina Opportunity Scholarship Grant Program

Qualifies students whose parent or legal guardian is on full-time active duty status in the U.S. uniformed services, including National Guard and Reserve members on active duty orders

Maintains existing eligibility requirement that household income cannot exceed 133% of the federal free or reduced-price lunch program threshold

Applies beginning with the 2016-2017 school year
