Department of Administration must develop a comprehensive facilities management plan by December 1, 2018, and every five years thereafter to identify, analyze, and optimize the use of state-owned and leased property.

Department must establish utilization measurement procedures by December 1, 2016, and develop space planning standards based on federal GSA benchmarks to govern workspace size and shared space use across state agencies.

State agencies must submit annual property information reports to the Department of Administration by July 1, 2018, and develop five-year real property management plans identifying facilities needed for operations.

Department must create a surplus property disposal system to identify and sell unneeded state-owned property and conduct annual audits of agency compliance with space planning standards.

State agencies must exhaust existing state-owned space options before entering into new leases or lease renewals, with the Department required to reallocate seven specified agencies from leased space to state-owned facilities upon lease expiration.
