Expands criminal penalties for filing false liens to apply to any person (previously limited to public officers/employees and their families), making it a Class I felony with mandatory minimum fine of $1,000 per violation.

Creates new Class I felony offense for trespassing on real property when a person reenters after being removed by valid court order or writ for possession, with mandatory minimum fine of $1,000 per violation.

Establishes Class I felony offense for trespassing under color of title when a person knowingly creates or provides materially false evidence of ownership or possessory interest, with mandatory minimum fine of $1,000 per violation.

Requires clerk of superior court to obtain judicial approval before filing liens or encumbrances against property of public officers or employees, with authority to reject filings found to lack statutory or contractual basis.

Appropriates $25,000 to the Governor's Crime Commission for fiscal year 2016-2017 to provide technical assistance to the North Carolina Sheriffs' Association on enforcing the new criminal penalties.
