Establishes the Board of Review (BOR) as an independent entity within the Division of Employment Security to hear appeals and develop policies for consistent appeals operations.

Requires BOR staff (at minimum two attorneys and four administrative staff) to report directly to the BOR chair rather than the Department of Commerce to ensure operational independence.

Mandates transfer of at least $415,000 from DES appropriations to a separate "Board of Review" fund code for fiscal year 2016-2017 to support BOR staff costs.

Requires the BOR to adopt policies, procedures, and standards for higher level appeals by October 1, 2016, and to track specific data on court reversals, staff attorney referrals, case remands, and deviations between staff recommendations and BOR determinations by November 1, 2016.

Effective July 1, 2016, with reporting requirements to legislative committees by October 1, 2016.
