Appropriates $250,000 from the General Fund to the Department of Health and Human Services, Division of Public Health, Tobacco Prevention and Control Branch for fiscal year 2016-2017.

Requires the TPC Branch to implement educational programs for adult leaders (pediatricians, family practice physicians, school nurses, and parents) about dangers of electronic cigarettes and emerging tobacco products, with eligible professionals able to apply for continuing education credits.

Mandates youth education and awareness campaigns regarding electronic cigarettes and new emerging tobacco products, along with collection and monitoring of data on youth knowledge, attitudes, and behaviors in these areas.

Directs the TPC Branch to work with youth to develop anti-tobacco messages and build community support for tobacco-free living policies.

Creates one temporary Project Coordinator position within the TPC Branch to oversee and support authorized projects and activities, effective July 1, 2016.
