Replaces terminology of "central motor pool" with "central motor fleet" throughout G.S. 143-341(8)i to clarify the law governing state vehicle management.

Authorizes the Department of Administration to contract with private vendors for short-term rental motor vehicles for state employees conducting official business.

Clarifies that the Department of Administration may delegate enforcement of motor vehicle rules to agency heads, with the Governor's approval, and may revoke such delegation.

Corrects internal cross-references and grammatical language throughout the statute to reference "sub-sub-subdivisions" and "sub-sub-subdivision" rather than "paragraphs" and "paragraph."

Applies the commuting vehicle rules and assignment restrictions to all state-owned passenger motor vehicles regardless of which agency owns them or funds their purchase.
