Department of Environmental Quality shall study whether all requirements for interbasin transfers are necessary and appropriate for intrabasin transfers within the same river basin.

Study shall specifically consider whether intrabasin transfer requirements should be adjusted based on the state's topography and geographic regions.

Department must report findings and recommendations to the Environmental Review Commission no later than December 1, 2016.

Act becomes effective when it becomes law.
