Directs the Department of Environmental Quality to submit written comments to the United States Army Corps of Engineers during the public comment period for the Wilmington District's proposed 2017 five-year reauthorization of Nationwide Permits under Section 404(e) of the Clean Water Act.

Requires DEQ to support the adoption of Regional Conditions that increase the threshold for mitigation requirements for loss of stream bed from 150 linear feet to 300 linear feet for both perennial and ephemeral/intermittent streams.

Comments must be submitted on behalf of the State of North Carolina during the published comment period specified by the Wilmington District of the Army Corps of Engineers.

Becomes effective upon enactment into law.
